When Gov. Phil Murphy signed a landmark clean energy bill last week, New Jersey reclaimed national leadership on clean energy that it abandoned during years of stagnation under the Christie administration. New Jersey is now a member of the exclusive “50x30 club” of New York, Hawaii, California and Vermont as the only states targeting at least 50 percent of their electricity to come from renewable sources by 2030. Murphy set the bar even higher through an executive order to develop a plan to achieve 100 percent clean energy by 2050.
This new law quadruples New Jersey’s renewable energy goal, includes robust new energy efficiency targets that will lower electric bills, and protects customers through a cap on the cost of renewables. Taken together, these measures will reduce pollution, keep electric bills affordable and create tens of thousands of jobs.
Other states in the 50x30 club are thriving. Each has seen higher GDP growth than the U.S. average every year since 2009. Proxyfire master suite 1.24 keygen. They also boast some of America’s largest green job workforces per capita, led by California’s 520,000 green jobs as of 2017 and an economy that’s grown faster than the U.S. average for six consecutive years.
Renewable energy and energy efficiency are smart policy. A 2017 study showed that the combined cost of energy efficiency and new renewables would be comparable to business as usual under conservative cost assumptions. A key reason is record low wind and solar costs, which have fallen so fast that they were the cheapest sources of new electricity in 2017, creating the two fastest-growing occupations in America. Today, solar costs 85 percent less than it did in 2009, and wind costs have dropped 65 percent over the same period.

The bill also creates America’s most ambitious offshore wind target and could help New Jersey win a regional race to the top of this new industry. Murphy’s 3,500 megawatt (MW) target totals nearly half of the 8,000 MW of planned offshore wind across the booming Northeast market. The Northeast Wind Center projects this will create 36,300 full-time jobs in the region, with the bulk going to first movers like New Jersey.
Offshore wind costs are projected to continue dropping, following the cost trajectory of its onshore cousin. Europe’s experience shows us that consistent policy support and competitive auctions can make offshore wind cost-competitive with other energy sources. To help balance growing renewable energy sources, New Jersey’s new law sets energy storage goals of up to 600 MW of energy storage by 2021 and 2,000 MW by 2030. Storage infrastructure complements wind and solar, and makes the electric grid much more resilient to climate disasters like superstorm Sandy. Like wind and solar, storage costs have fallen 70 percent since 2010, and could fall another 70 percent by 2030, undermining the business case for some existing gas-fired electric generation.

New Jersey also has an enormous advantage over California and New York in its ability to ramp up renewables while keeping costs low. This is because New Jersey is one of 13 states within the PJM regional electric grid. PJM’s large size and geographic diversity provides a cost-effective way to balance the electric grid when the wind slows and the sun disappears. The PJM grid also enables access to plentiful wind from the Midwest, matched by opportunities to sell excess New Jersey clean energy back to the grid.
Equally important, energy efficiency measures in “50x30 club” states have lowered average electricity monthly bills. The cheapest, cleanest energy is the energy we don’t consume or waste, and efficiency measures are projected to save New Jersey consumers up to $200 million annually on their electric bills. More than 31,000 New Jersey residents already work in energy efficiency, and this bill will significantly expand these local trade jobs.
In one fell swoop, New Jersey has re-emerged as a national clean energy leader. This historic bill puts New Jersey firmly on the road to a stronger, greener economy with good jobs, lower bills, economic growth and cleaner air ahead.
